Which document does this guide cover?
This page covers a UAE citizen’s passport. Do not assume the same upload instructions apply to an Emirates ID, a residence permit or a visa. Check the service you are actually applying for.
What ICP specifies
ICP lists a recent personal photo measuring 3.5 × 4.5 cm with a white background. It must follow ICAO specifications. For passport renewal, ICP also says the photo must differ from the one in the current passport.
Preparing your file

Common questions
Is this an Emirates ID guide?
No. It covers passport photographs. Follow the separate ICP instructions for an Emirates ID application.
Does a white background guarantee acceptance?
No. The photograph must also satisfy the authority’s other requirements. Review the original and the application instructions before submission.
